تتكاثر الاخبار المزيفة كالفطريات في الازمة اللبنانية، تعمل عليها ماكينات هائلة، لتصيّد الرأي العام ولتحقيق مكاسب سياسية عبر تقديم معطيات وهمية. وتعتبر الدبلوماسية أحد الابواب المهمة في السياسة الدولية، وخصوصا في ظل حرب مستعرة في الشرق الاوسط بين الولايات المتحدة الاميركية وحلفائها من جهة وإيران وحلفائها من جهة ثانية ، ووسط حملة ضغوط قصوى تطاول “حزب الله” ولبنان حيث هو مركزه الرئيسي اذا صح التعبير.
تداول ناشطون في الآونة الاخيرة عبر رسائل واتس أب قرارا قيل انه صادر عن الكونغرس الاميركي وقعه بعض اعضاء الكونغرس وملخصه ان الولايات المتحدة لن تعترف بعد اليوم بحكومة لبنان على انها شرعية طالما ان حزب الله هو جزء منها.

وتضمن القرار المزعوم سرديات عدة تصب كلها في الخانة ذاتها.

وهذه اخطاء غير شائعة البتة في قرارات على هذا المستوى تصدر علن الكونغرس الاميركي لانها قرارات تخضع للتدقيق والتمحيص.

-ليس هذا القرار المزعوم قرارا بعد وبالتالي كان يجب التعريف به على أنه مسودة قرار

-لحظ في القرار محاولات التركيز على الجيش اللبناني لدق الاسفين معه قبل تشكيل الحكومة اللبنانية العتيدة وذلك بغية تسويق مواقف تلزم الولايات المتحدة بنظر المزورين، والرسالة الرئيسية انه يمنع تأليف حكومة تضم حزب الله.
وللسخرية أن عضو الكونغرس دارين لحود عمل لاصدار قرار عن لجنة الشؤون الخارجية حول لبنان تدعم العلاقات اللبنانية الاميركية الحالية والجيش اللبناني وتعارض أي تأثير متصاعد لحزب الله في لبنان…لكن هذا القرار حقيقي!

The House Foreign Affairs Committee unanimously passed Congressman Darin LaHood’s resolution, H.Res. 1077. The bipartisan resolution expresses the sense of Congress for the support of the ongoing U.S.- Lebanon relationship. Specifically, the resolution supports U.S. goals for combatting government corruption, executing needed structural reforms, and the important role of the Lebanese Armed Forces. Mr. Menendez (for himself, Mr. Risch, Mrs. Shaheen, Mr. Rubio, Mr. Murphy, Mr. Cotton, Mr. Perdue, Mr. Warner, Mr. Portman, and Mr. Cramer) submitted the following resolution; which was referred to the Committee on Foreign Relations
Resolution
The United States should no longer recognize the government of Lebanon as legitimate and representative of the Lebanese people so long as Hezbollah, an Iran-backed terrorist organization, is allowed to be represented in parliament and is part of a ruling coalition.
Whereas the United States designated Hezbollah a terrorist organization in 1997. Since then, and in
violation of the United Nations Security Council Resolution 1701 (2006), the Shia militant group and political party has continued to act as a violent non-state actor, promoting Iranian interests which has caused continued border tensions with Israel and has exacerbated sectarianism and corruption in Lebanon;
Whereas the United States Government has longstanding concerns about Hezbollah and its
influence across the country, including over Beirut’s western areas, Beirut’s port, used as a transit point for its terrorist enterprise, Lebanon’s southern border and many high-risk weapon storage facilities;
Whereas Hezbollah has also played a destabilising role in the region through incursions in Syria, Iraq
and Yemen, fighting alongside forces opposing the United States and its regional allies;
Whereas Hezbollah and it allies, having won 70 out of the 128 seats in the parliamentary elections,
now effectively hold a majority in parliament. Therefore, the Lebanese government and Hezbollah are no longer distinguishable and have not acted in the national interest of the Lebanese people with whom the United States have a historical relationship;
Whereas, together with its allies, Hezbollah’s self-interest, economic mismanagement and
endemically corrupt practices have led Lebanon to economic collapse, including an 80 percent currency devaluation, one of the highest rates of public debt, food insecurity, and hyperinflation;
Whereas on August 4th 2020, 2,750 tons of ammonium nitrate knowingly and dangerously stored in a
warehouse since 2014 in the Hezbollah-controlled Port of Beirut detonated, resulting in an explosion killing more than 200, injuring thousands and leaving 300,000 homeless. The endangering of citizens and the devastating effects of the blast could be described as criminal negligence at best or evil intent at worst. Even if for no other reason, this alone should be a sufficient for the resignation of the government;
Whereas the people of Lebanon across the political spectrum have expressed their strong
dissatisfaction and outrage at the current government, taking to the streets in October 2019 and again in August 2020. Although Prime Minister Hassan Diab’s government announced it was stepping down, key figures have yet to do so including President Aoun, Speaker Nabih Berri and Gebran Bassil, leader of Lebanon’s largest political party and staunch Hezbollah ally;
Whereas, President Emmanuel Macron, who visited Lebanon twice since the devastating explosion on
August 4th, said that he was “ashamed of the country’s leaders, accusing them of “collective betrayal”. He stated that “Hezbollah cannot operate at the same time as an army against Israel, a militia unleashed against civilians in Syria and a respectable political party in Lebanon”, adding that “it must not believe that it is stronger than it is. It must show that it respects all Lebanese. These last days, it clearly demonstrated the opposite.”;
Whereas Israeli Prime Minister Netanyahu released photos in a video addressed to the United Nations
General Assembly of more dangerous materials being kept in other Hezbollah facilities located near civilian populations. The Israeli military further said that the deployment of the facilities close to Beirut’s international airport were “knowingly jeopardizing the Lebanese civilian population.”;
Whereas Iran’s hostile stance against Israel and its fight for regional hegemony are bolstered through
the work of its proxies, notably that of Hezbollah, highlighting the often-overlooked importance of Lebanon on the United States’ foreign policy agenda;
Whereas a stable Lebanon, free from Iranian interference, is in the broader national security interest
of the United States and its partners and allies;
Whereas the Lebanese Armed Forces, who have a long-standing history with the United States,
should be the only institution acting for the defense and sovereignty of Lebanon and its territorial integrity and independence;
Resolved that the Senate of the United States of America in Congress assembled,
- Work with our allies in banning Hezbollah as a political party through international delegitimising facilitated at the United Nations;
- Affirm that all parties remaining in the Lebanese parliament today (excluding those that resigned out of protest after the August 4th explosion) will be considered accomplices to Hezbollah so long as the latter remains in parliament;
- Support President Macron in his efforts to rally the international community into a restructuring of Lebanon politically and economically;
- Express support towards the Lebanese people, trusted NGOs and civic and grassroots movements;
- Call for new elections, mediated by the United Nations to ensure a free and fair process;
- Call for such elections to be carried out under reviewed electoral law, gravitating away from the sectarian system that has exacerbated religious tensions, allowed for empowerment of ‘war lords’ and paralysed the country’s democratic process;
- Ensure no gerrymandering or arbitrary financing and prohibitive voting thresholds;
- Assist the Lebanese Armed Forces in defending the sovereignty of the entire Lebanese territory;
- Continue to assist UNIFL’s peacekeeping mission and aid in mediating tensions between Lebanon and Israel;
